Performance Matters Plus--Client Stories

City of Los Angeles In 2000, the City of Los Angeles issued an
RFP to design, implement and support a comprehensive performance
management system for all WIA activities. The project began
in July 2001, and has been renewed each year with enhancements
and was recently extended through June 30, 2006.
LA City is the second largest LWIA
in the Country funded at over $60 million with a
diverse group of over 25 One-Stop Centers and dozens
of youth providers. Competition for customers and
funding is very intense. The process of designing
and implementing a balanced performance measurement
system, with significant financial awards and sanctions,
was extremely complex and challenging. All stakeholders
were part of the process: the WIB, City Administrators,
Community Agencies and service providers.
FutureWork Systems (FWS),
in partnership with the California State University
Northridge (the lead contractor) and the Employment & Training
Institute, Inc., has worked with the City of Los
Angeles’ Community Development Department
and Workforce Investment Board to develop and implement
a performance management system for One Stop Career Centers
and Youth Centers. The performance management system, Performance
Matters Plus, is used by the city to assess the performance
of One Stop Career Centers and Youth Centers for
certification and funding purposes and to assist
centers and the city to practice continuous improvement.
Performance information, including
outcome data from WIASRD files and surveys, is delivered
to center and city staff & vendors
through Performance Matters Plus. The system has been
operational since August of 2001 and includes outcomes
for more than 50,000 customers of LA City WIA Programs.
Users can view and configure data for specific one-stop
centers, providers and for the city as a whole. It
also allows users to view data in a variety of configurations,
including trend analysis, allowing them to make timely
policy and programmatic decisions, leading to exemplary
performance and attainment of negotiated levels of
performance. Throughout the multi-year project, FutureWork
Systems has provided consulting, technical assistance and
training to the City and its providers.


State of New Jersey
Since 2002, FutureWork Systems has provided
the Performance Matters Plus service to NJ Department
of Labor and Workforce Development (NJDLWD) and it’s
eighteen local LWIAs. Funded by NJDLWD through the
Garden State Employment & Training
Association (GSETA), the service has been a valuable
tool assisting State and LWIAs closely monitor
program performance and take timely corrective action.
NJDLWD uses AOSOS
to manage participant transactions. FutureWorks accommodates
monthly data uploads from AOSOS and provides immediate
updates to performance and flow reports via NJ-Performs.org,
a password protected Performance Matters Plus web
site. The site also provides users throughout the LWIA
system access to interactive views that allow them
to drill into and analyze flow, outcomes, trends and
underlying influences on measures.

Rosters supporting web site
Targeting Rosters are a means of identifying
individuals comprising the numerators and denominators
of WIA Measures and of leading indicators and forecasts.
This allows clients to act upon leading indicators
and forecasts by identifying the cohort most
likely to contribute to failure of the measure.
These individuals can then be placed on active follow–up
lists providing the opportunity to alter the
course of the forecasted result


State of Oregon
Since 2002, FutureWorks Systems
has provided the Performance Matters Plus service
to the State of Oregon and its seven local LWIAs.
The State of Oregon allows each of the local areas
to use a local transaction system and transmit WIASRD
data to the State on a monthly basis. FWS receives
monthly data from the state that also includes UI
wage records, processes this data and surfaces an
updated Performance Matters Plus web site each month. – www.or-performs.org
Customer satisfaction
surveys for jobseekers and businesses in Oregon are
appended to participant records allowing comprehensive
analysis of trends and results by characteristic
and services provided.
Oregon, like NJ, also relies upon Targeting Rosters
to identify and intervene with individuals who
have a high probability contributing to the failure
of an outcome.
