Performance
Management Systems Development & Implementation Experience
FWS has developed and implemented a web-based
performance management system, Performance Matters, for workforce development
professionals since 2000, specifically designed to meet
the reporting specifications of Title 1B of the Workforce
Investment Act of 1998.
The design
philosophy of Performance Matters
is to support continuous improvement and excellence in
the services provided by state and local boards to their
communities. The system accommodates additional local measures,
trend computations, projections and analysis of characteristics
and services for current and exited participants in
workforce development initiatives and includes both WIA
registered and universal access participants. This capability
can only be provided by allowing decision support access
to current information in the context of WIA and locally
established goals. Further, this information must be accessible
in such a way that exceptions can readily be discovered,
trends can easily be seen, performance patterns can be
analyzed, and comparisons made in pursuit of best practices.
Training and Technical Assistance
Experience
FWS has extensive experience in training and providing
technical assistance to clients. Highlights of this experience:
- Prepared
and delivered training to over 100 state and local
WIA and Employment Service policymakers on the "Strategies
and Issues – The Implementation of Common Measures."
- Designed
and delivered a series of Performance Clinics for
local WIA staff of 18 LWIAs in NJ. NJ relies heavily
on Performance Matters to supplement reports available
from AOSOS.
- One-day workshops covering the following
topics:
- Comprehensive understanding of WIA measures
in detail including training material on definitions,
timeframes, and exit cohort information.
- Leveraging
roster data to improve local performance.
- A detailed
list of suggested strategies to improve performance.
- Performance
Clinics including detailed items related to AOSOS
issues.
- Seeking supplemental employment data on
adults, dislocated and youth.
- Review credential
documentation for selected individuals exiting
training and employed in quarter after exit.
- Regularly
scheduled web seminars discussing current
peformance issues for clients and
instruction on how to exploit decision support
tools
Additional Experience highlights:
- Four + years as operator of FutureWorks One-Stop
Career Center which was awarded CAREER CENTER OF
THE YEAR by the
National Alliance of Business
- Operator of two additional
One-Stop Career Centers under the Workforce Investment
Act.
- Conducted JTPA 13 week follow-up
under contract with 15 states and 170 SDA’s,
completing over 701,000 phone surveys. Currently conducting
WIA customer
satisfaction
surveys in many states.
- Currently under contract to
identify, document and disseminate innovative practices
in WIA One-Stop Systems, funded
through U.S. DOL.
- Founded successful software company
which developed consolidation accounting solutions
that are in place at over 600 private
sector corporations worldwide. Corporate finance
departments of leading Fortune 500 firms have relied
on these applications
for over 10 years for mission critical financial
reporting requirements.
