Definition

Youth: Attainment of a Degree or Certification: Definition
(Note: DOL has designated this measure as REPORTING ONLY for PY 2006)


  • Education refers to participation in secondary school, post-secondary school, adult education programs, or any other organized program of study leading to a degree or certificate.
  • Includes only those enrolled in education at the date of participation or at any point during the program for both the numerator and denominator.
  • Includes those in secondary school at exit
  • Includes all Youth ages 14-21
  • Diploma, GED or certificate can be obtained during participation or up to 3 qtrs after exit.
  • Work Readiness certificates will not be accepted under this measure.
