Introduction

Here's an easy reference to WIA and Common Performance Measures definitions. We have organized the definitions in 4 parts: Definition, Logic, Timing and Documentation Issues. Measure definitions are provided for current measures. As a point of reference, we've included the definitions for measures used for the years prior to PY 2006.

Performance Matters utilizes the Department of Labor's Workforce Investment Act Annual Report: General Reporting Instructions and ETA Form 9091, Revision 2006 as guidance for measure calculation logic.
