Performance Matters Plus gives Workforce Investment Boards, program managers, analysts and State administrators and policymakers a simple way to tap into the vast amount of workforce development data that is collected for all workforce programs, including WIA, Wagner-Peyser, Trade Act and any state/local specific program.

Performance Matters Plus is the data tool used by workforce development program managers, administrators, analysts and WIB members who need to know and understand the stories found within their workforce development system data. Performance Matters Plus 7.8 is a full-featured, hosted, Web-based performance management system that uses the latest in web-based decision support technology.

The Web app service has been carefully designed and developed to give state and local program managers and administrators access to the performance data they need to effectively monitor, analyze, report and manage their organization's WIA (+ Common Measures), Wagner-Peyser, VETS, Trade Act and ARRA performance data, plus any locally defined performance measures. Data drill down to the one-stop/contractor level.

Dashboard Application with Access You Control

The Web app includes a separate Dashboard Application that opens access to interactive performance dashboards to anyone...WIB chairs, committee members, key community stakeholders, etc. You control user access. Some clients establish passwords for select users, such as WIB members or WIB Performance Committees. Others open access to their Dashboard Applicatio to the public. Data is sent monthly from your Case Management system to your Performance Matters Web app in federally defined data formats via secure channels.

Performance Matters taps into the vast amounts of data stored by Workforce Development case management systems. Users have access to information on the characteristics, services and outcomes for currently enrolled participants, exiters and served. Agencies have access to the most up-to-date view of program performance, allowing them to proactively manage for continuous improvement. The data from case management systems feeds the Performance Matters analysis and reporting system following data formats specifically defined by USDOL.

Data sources: WIASRD, LEPR (Wagner-Peyser), TAPR (Trade Act), Quarterly Allocation and Expenditure data for cost per analysis, client defined data source for custom performance monitoring and reporting, such as case manager, zip code and other select data fields..

Entirely Hosted Solution, No IT infrastructure to implement or manage

The Performance Matters Plus web application is a hosted solution. The application and technical infrastructure is entirely owned and operated by FutureWork Systems. The Web app is delivered over the Internet. It's cloud computing at its best.

All you need to have is a Web browser, Internet connection and prepare for a very short implementation cycle of as little as 2 weeks.


How does it work?

Performance Matters Plus utilizes data captured by existing case management systems, adding value to these existing IT investments without interfering with your IT infrastructure. It is NOT a case management system. It's a decision-support system that sits on top of a case management system by providing access to the data for comprehensive reporting and analysis.

Each month, FutureWork Systems imports your case management system data in the WIA standard data format (WIASRD) (+ additional data sources, such as Universal Access, Customer Satisfaction and quarterly for Allocation/Expense data) to our secure, company-owned servers. The data is warehoused and WIASRD data is processed through data validation programs that follow DOL data validation guidelines. The process for handling Wagner-Peyser, Trade Act, or custom data is the same. Wagner-Peyser LEPR and Trade Act TAPR formats are accepted.

Once finalized, the data is made available to the Performance Matters Plus Web application. Access to your data for multidimensional analysis, dynamic report generation and decision support is delivered to your desktop through Performance Matters Plus-- a secure, private Web site for your organization. Individuals with passwords login and have a current snapshot of performance data at the ready for analysis. All of this occurs within 24-48 hours after receipt of your monthly data submission.


Implementation Schedule

In as little as 2 weeks from procurement, Performance Matters Plus can be up and running in your area. Once the application is running, onsite training is conducted, and FutureWorks provides ongoing support and technical assistance.


Customized for local measures and other funding sources

In addition to providing you with access to your WIA, Wagner-Peyser, and TAA data, Performance Matters Plus can easily be customized to include any local measures (balance scorecards, etc.), as well as other funding sources. Customizations have no impact on your monthly service fees. Clients are only responsible for development costs associated with customized modules.


More than just performance reporting: Rosters


Our data load process into Performance Matters Plus results in an additional benefit called the roster database. A Roster database provides you with a clear understanding of who is impacting your performance measures by showing you individuals behind the numerators and denominators of all measures. This flat-file, offline database can help you validate the data and it gives you the ability to direct the appropriate follow-up activities to take action for improving your performance. We'll even tell you in plain English why people didn't make a measure.

Training

Performance Matters Plus requires minimal training. The application has been designed for users at all technical skill levels. However, as part of the service, FutureWork Systems offers ongoing technical assistance, help and web support and frequent Web training events to keep users informed and engaged.

Implementation of the system includes onsite hands-on training in a computer lab setting for all of your registered Performance Matters Plus users.


As part of the Performance Matters Plus service, FutureWorks provides ongoing technical assistance and Quarterly Performance Reviews.
